The Regulatory Compliance Audit is the most comprehensive compliance document in the Digital Refinery portfolio, providing a full assessment across all applicable Ontario environmental and workplace regulations. This audit is designed to withstand scrutiny from provincial regulators, municipal inspectors, and corporate compliance auditors.

The audit covers six regulatory domains: O.Reg 347 (waste classification, handling, transport, disposal), RPRA HWPR (hazardous waste manifesting and generator registration), TCLP (contamination testing protocols and threshold compliance), REWOOD (extended producer responsibility readiness — landfill ban effective 2029), CIRCIL Levy (circular economy levy compliance and optimization), and WSIB (workplace safety coverage and standing).

Each domain is assessed against three criteria: documentation completeness (are all required records maintained?), process compliance (do operational procedures follow regulatory requirements?), and audit readiness (can compliance be demonstrated to a third-party auditor with existing records?). The assessment produces a red/amber/green status for each domain with specific gap remediation actions where deficiencies are identified.

The audit is powered by the Layer 3 RAG engine with constrained decoding, ensuring that every regulatory reference is accurately cited from the indexed corpus rather than generated. This zero-hallucination approach is essential for audit-grade documentation where inaccurate regulatory citations would undermine rather than support compliance claims. The audit is scheduled monthly (15th) as part of the Digital Refinery operational cadence.
